The Chief Project Coordinator is JSC Tatneft who has a joint experience with OJSC TANECO in financing, construction and operation arrangements of modern refining facilities. Participation in the Complex implementation is considered by JSC Tatneft as an effective chance to further develop of upstream integration and diversification of the their enterprises through buildup of easy marketable finished products that, in combination with oil output, will create the Company business as self-sufficient and protected of contingent market fluctuations.

The Project Managing Company is FLUOR. On September 10, 2007 at the meeting headed by Rustam Minnikhanov, Republic of Tatarstan Prime-Minister, JSC Òàtneft, ÎJSC ÒÀNÅCÎ and Fluor Corporation signed Heads of Agreement for services provision of the Project management that allowed Fluor to start activities on the Project.

Foster Wheeler, an international engineering company in the refining and petrochemical sphere, has been engaged as a Consultant of the Project and Developer of FEED.

JSC VNIPIneft, a leading Russian Engineering Institute, has been assigned as General Design Company of the Complex.

Bank ZENIT is a Financial Consultant of the Project.

Bank BNP Paribas has been assigned as International Financial Consultant of the Project by a respective Mandated Letter.

Allen & Overy Legal Services have been selected as a Legal Consultant of the Project.

ERM Eurasia Limited has been selected as International Environmental Consultant of the Project.

ZÀÎ «Ìàrsh — Insurance Brokers» has been assigned as International Insurance Consultant at a Resolution of the Board of Directors.

Booz Allen Hamilton has been assigned as International Marketing Consultant.
