One of the main construction and commissioning priorities of the Complex is an environmental orientation. The Complex construction and production activities milestones, upon the whole, anticipate observance of all the norms and standards of nature protecting legislation entities and industrial safety. The Project envisages mandatory certification on ecological standards, including ecological management standards as well as regular environmental monitoring, maintaining of staff high level reliability and provision of industrial safety.

JSC VNIPIneft, the main design contractor, has executed works on preliminary EIA for the Complex facilities, representing, in its essence, the Project «ecological passport».

Stadiya Project Design documentation in the part of Environmental Protection is developed in accordance with all requirements issued by Environmental agencies.

The two main factors are called to provide minimization of technogenic impact of the Complex facilities on the environment:

  • Application of most up-to-date refining technologies on all three plants;
  • Production of ecologically safe engine oils to meet requirements of European quality standards — Еuro-4 and Еuro-5.

During Oil Refining and Petrochemical Complex engineering special attention was devoted to multi-level environment monitoring system designed to prevent any emergency in the initial stages, but if any occur to minimize the risk of Plant operation.

Environment control devices will be installed on each unit, between units, Complex battery limits and border line of the sanitary protection zone.

Air, water, ground and physical impacts will be monitored in two modes: automatic continuous with regular sampling and comprehensive analysis in Analytic Laboratory conditions. Industrial and Environmental monitoring is the essential part of the Complex Design Documentation.

Besides, the Project envisages CCTV system — video cameras installed around the Complex territory. They will allow controlling all Plant processes.

Thanks to application of the tested licensed technologies and establishment of the multi-level Environment monitoring system Complex being implemented in Nizhnekamsk will be environmentally safe and even improve the environment condition of Nizhnekamsk industrial region.

On 8th June 2006 a Bridge Agreement was signed between the Cabinet of Ministers and The Federal Service for ecological, technological and atomic supervision. The document signed by Konstantin Poulikovsky, RF Rostekhnadzor Manager, and Rustam Minnikhanov, The Prime-Minister will enable The Complex implementation speeding-up due to parallel carrying out of ecological examination and engineering activities.

Alongside with commissioning of the up-to-date, highly manufacturable Complex in Nizhnekamsk industrial region, new ecological standards with minimal exhausts into environment will be introduced, also mandatory for other industrial enterprises of the town.

At Municipal Bodies demand to minimize atmospheric emissions in the Complex Design there were incorporated technical and technological solutions, gas and dust treating units minimizing emissions up to 10 th. tons per a year.

To prevent water pollution the Project provides construction of Water Treating facilities with complete treatment cycle of wastes discharged from the complex. Maximum volume of the treated water will be returned to production that will help to save the volume of consumed water. To bury the non-utilizable industrial wastes and prevent disposal of soil the Project envisages construction of the special landfill satisfying all current requirements.

To secure ecological stability in new Complex construction area, RT Cabinet of Ministers approved a Priorities List on Environmental Protection of Nizhnekamsk and Nizhnekamsk Region for the period 2006 — 2008.

Within the frame of this resolution fulfillment and at the request of JSC Tatneft OJSC TANECO is the Client for the development of «Single Book of MPE in Nizhnekamsk Industrial area» and «Integrated Sanitary Protection zone in Nizhnekamsk Industrial Area».

At present the projects have been positively approved by the Republican Regulatory Bodies. The design of the sanitary protection zone is submitted to Federal Service of Rospotrebnadzor for approval. The abovementioned projects are developed in accordance with the plans of Oil Refining and Petrochemical Complex construction.

During development of the projects there were carried out the laboratory instrumental analysis of air, underground and surface waters, soil and acoustic impact levels current status and made perspective calculations, issued proposals to minimize air emissions discharged from the operating plants. The Designs of MPE and Sanitary Protection Zone (SPZ) must be the basis of emissions quoting for all Plants in Nizhnekamsk Industrial area and it will lead to improvement of the whole region ecological condition.

During early work on the area 311,5 hectares included into Sanitary-Protection Zone of Nizhnekamsk, at JSC TANECO initiative over 1,5 mln green plants were planted into ground. This activity was carried out in the frame of Action «Green Shed of Nizhnekamsk» and is one of compensational measures of the Complex construction environmental programs. The green plants total area as per OJSC TANECO compensational measures will reach the figure of 500 hectares in the nearest future.

In October 2007 an international environmental consultant was selected for the Project — ERM Eurasia Limited Company. ERM Eurasia Limited is mastering a wide experience in the sphere of consulting on ecological issues and practical experience in the Russian oil and gas sector projects implementing. The Consultant must be ascertained that the Project conforms the Russian and International standards in the environment protection as well as social norms.

Technical and Process decisions, specified for reduction of emissions into the atmosphere

  • Relative position of the Complex facilities on the plot plan has not been performed with regard to the wind diagram and in compliance with the existing standards.
  • Natural gas and hydrocarbon gas, which are of domestic production and purified of sulphur, are used.
  • Nitrogen oxides concentration in effluents is reduced due to application of special design burners.
  • Fugitive emissions were reduced due to use of seals for flange connections made of highly effective up-to-date materials. The number of flange connections is minimized.
  • Effluents of safety valves are routed to the closed flare system.
  • Buoyant tanks are used in oil and highly flammable liquids vessels for storage.
  • The installations for filling-in products into railway cisterns are equipped with vapour recovery modules.
  • Process media discharge at emergency situations is routed into closed drain systems.

Noise Protection Actions

  • Keeping the admissible noise level in the region of residential construction is provided by means of low noise new equipment (noise characteristics up to 80 dBA).
  • Planting trees and bushes in the sanitary protection zone will be as complimentary action to reduce noise level in the region of residential construction.

Actions on protection and rational use of water resources

  • Consumption of fresh river water has been reduced due to recurrent use of the cleaned waste water by annual 1 mln. m3.
  • The waste water volume has been minimized. The discharged waste waters are purified up to requirements of fishery norms.
  • Open platforms for equipment have been embedded in concrete and have collaring to collect and route out of the waste water to the waste water facilities.
  • Underground pipelines do not have flange connections.
  • Emergency vessels release is routed into drain tanks.
  • A Project has been developed jointly with Совместно с Centre Ekospas of Civil Defense and Emergency Situations Ministry, expelling oil and oil products spills

Solid Wastes Deactivation

  • Solid wastes of 1 hazard class (luminescent lamps) are collected in special containers and before picking up for utilization they are stored in isolated rooms with exhaust ventilation.
  • Treated oils and catalysts are routed to processing or regeneration.
  • Construction of a yard to bury solid and liquid non-utilizable wastes of 2,3,4, and 5 hazard classes has been provided by the Project in the territory of the Complex. The industrial wastes yard is an environment-oriented facility and is intended for centralized collection, deactivation and burial of toxic wastes of the Complex.
