Within the frame of Oil Refining and Petrochemical Complex implementation staffing provision is one of the key issues. In fact, not every specialist is able to implement the Unique and Large-scale Project — the first in its high technologenicy in Russia and CIS countries. Therefore, one of the main staffing principles is to involve the ace of aces. All candidates are selected for compliance with requirements for position, education, relevant work experience, company demand, employees' qualification and abilities. These high requirements prescribed to Candidates by OJSC TANECO Management stimulate Company personnel to develop their intellectual potential.

The level of Company personnel education deserves attention. There are 80% of OJSC TANECO Personnel with Higher Education. 15 Managers and specialists have 2 Higher Education, 9 specialists have studied or continue studying according to ÌÂÀ program, and 10 employees have academic degree. To meet the high requirements for personnel professional level there has been created and now being realized the system of continuous personnel training. Every year Company finances Personnel retraining, professional competence improving, and visiting of forums, conferences and exhibits.

In OJSC TANECO special consideration is given to Company young specialists. In fact, each 4th specialist has not yet reached 30. Every year Company HR specialists develops and approves purpose-oriented program of work with green hands (graduates and young personnel). Within the frame of the program the activities directed to development of young personnel professional and creative potential are being carried out.

Recruitment of personnel for Project Management is one of the constituents for Project staffing. In Future OJSC TANECO shall complete the most difficult task to provide Oil Refining and Petrochemical Complex with approximately 2500 highly qualified operation workers and specialists.

The first priority will be to provide the 1st Start-up Complex with about 2 thous. operation workers. Professions in demand: operator of process units, mechanic of process pumps (compressors), transfer unit operator, plant mechanic, chemical analysis laboratory worker, electrician for electrical equipment maintenance and repair, caster, Instrumentation Engineer.

In order to meet the objectives on staffing provision jointly with JSC Tatneft the Republican Ministries developed and RT Prime-Minister approved HR training program for construction, installation and operation of Oil Refining and Petrochemical Complex for the period within 2006-2010. The program defines employees training needs, educational entities and financing sources. In accordance with the program it is planned to train 2 429 constructors, 1 420 erectors and 1 685 operators. The work on target and definitive training of students of the Republican Universities is in the process.

Although we have much time before Complex start-up, HR specialists has already commenced to implement the program on staffing provision of the 1st Start-up Complex. Within the frame of the program there was established the data base for candidates to fill future positions. At present the data base includes 4 thousand of CVs.

To coordinate staffing provision and corresponding activities RT Ministry of Labor and Social Protection and OJSC TANECO have signed the Agreement on Government and Corporate Partnership in the field of RT employment. In accordance with the Agreement the Ministry will assist in providing information about OJSC TANECO vacancies on the official websites, periodicals, employment centers and supply data from the bank of data on RF Citizens seeking for employment.

In order to realize large-scales projects including our Complex, provide safe construction and operation, social-economic stability in our region there has been signed the Agreement on Corporate Partnership of RT Petrochemical and Refining Plants. It specifies the interface principles for staffing policy realization within the period of the years 2007-2010 and obliges parties of the Agreement to arrange personnel production practice, leasing and a number of other activities.
