Oil Refining and Petrochemical Complex is being implemented in Nizhnekamsk — the major industrial center and the third largest city of the Republic of Tatarstan with the population of 260 thousand people. It is located on the left bank of the Kama river (a tributary of the Volga river) 950 kilometers to the East of Moscow and 200 kilometers to the East of Kazan — the capital of the Republic of Tatarstan. Nizhnekamsk is neighboring Naberezhnie Chelny, which is the center of engineering industry manufacturing KamAZ trucks and wide range of other demanded Goods, with the population of more than 500 thousand people; Yelabuga, which is the city of oil producers and grain-growers, the historical and cultural center of the Republic; Zainsk, which is the city of power producers (Zainsk power station is the largest one in the Republic), mechanicians and oil producers.

Nizhnekamsk was established in the middle of 60s of XX century due to the intensive development of petrochemical industry in the Republic of Tatarstan based on the local hydrocarbon feedstock processing. The joint-stock companies Nizhnekamskneftekhim, Nizhnekamskshina and TAIF-NK form the pride of Nizhnekamsk and the foundation of the economical prosperity of the Republic. In addition, the large construction and erection companies, powerful building industry base, enterprises of power generation, transport and food industries make the industrial profile of the city.

One of the most important factors of the successful operation of Nizhnekamsk industry is its favorable geographic location. The Kama River on which Nizhnekamsk and its enterprises are established is open for navigation 6 months a year. Nizhnekamsk has the outlet to the Black and Baltic seas basin via the navigation canals and Volga River (into which Kama falls). The broad transport, railway and piping networks provide the reliability and prompt delivery of the Nizhnekamsk industry's produce to the local and foreign consumers in all geographic directions as well as the supply of feedstock, materials and equipment. The international airport Begishevo nearby Nizhnekamsk provides the favorable opportunities for holding the meetings with the business partners without sufficient efforts and loss of time.

The stability of economic basis determines the level of social development of the city. Nizhnekamsk was awarded the titles «The most comfortable city of Russia» and «The cultural capital of Volga region» in 2002. This year the city is going to celebrate its 40th anniversary. The science, culture, sport and cultural wealth are still developing in Nizhnekamsk.
